GEXIM’s credit profile is supported by its statutory mandate, Government ownership, recurring statutory levy receipts and its role in financing Ghana’s export development and import-substitution agenda. The Bank’s creditworthiness should be assessed with reference to the legal framework governing its operations, the stability and application of its levy receipts, the quality and performance of its loan portfolio, its capital position, liquidity, indebtedness and debt-service arrangements.
This section summarises the principal factors supporting GEXIM’s credit profile, together with the material risks, structural protections and mitigants relevant to investors.
Government ownership, statutory revenue support and contractual undertakings are distinct from an explicit Government guarantee. Government ownership of GEXIM is not, and should not be read as, a guarantee of the Bank’s obligations. Where a guarantee has been formally provided in respect of a specific obligation, that guarantee and its terms are disclosed with the relevant instrument.
